Exterior Window Sealant

Has anyone looked out their windows? The rubber sealant outside my windows looks like this. Any idea whether A & B or Nordic PCL will fix something like this?

Yep, it's a common theme throughout the building. Looks like someone just squirted sealant and walked away. Not sure if this is any cause for concern functionally, but a definite minus when it comes to aesthetics and resale.
